Committee on Allowances of 7th CPC – 3rd Reply in Parliament on 24.3.2017
In Lok Sabha on 24th March 2017, the Minister of State for Finance Shri Arjun Ram Meghwal explained in written form to various questions regarding the submission of report of Committee on Allowances.
Already two times (10th March and 22nd March) replied in the Parliament about this issue and the same type of answer given by the minister on 24th March also.
“The Committee on Allowances has been constituted vide order dated 22.07.2016. The Committee is to examine and make recommendations as to whether any changes in the recommendations of the 7th CPC relating to allowances are warranted and if so, in what form.
The Committee has received a large number of demands on allowances and even now receives demands in this regards. All the demands have been diligently examined. The Committee has already held 13 meetings so far and interacted with the representatives of Central Nodal Ministries, National Council (Staff Side), Joint Consultative Machinery (JCM) and officers and representatives of employee associations of Ministry of Health and Family welfare, Home Affairs, Railways, Defence and Department of Posts.
The Committee has taken more time than was initially prescribed in view of the large number of demands received. The Committee is now in the process of finalizing its Report.
Decisions on implementing the Report will be taken after the Report is submitted by the Committee.”

Dear com. General Secretary,
Pl see the order copy dt.22.3.17 released by Odisha Circle for promotion and postings to the officials on cadre restructuring.
Yesterday, we met the CPMG TN Circle and requested him to keep the implementation of the orders in abeyance, till taking a final decision at Dte on this issue.
He replied that, only after giving letter by both the Federations, the Dept has issued order to implement cadre restructuring without any further delay. Hence action is under way to implement the same in Tamilnadu Circle also.
However, we have requested him atleast to delay the process for sometime, till our unions to get a final solution on this issue at Dte level.
He assured to give 15 days time and asked us to get the orders stopped uniformly throughout the Country by the Dte. Otherwise he has to take decisions, in accordance with the directions of the Dte.
Hence we request you to act swiftly, so as to stop the implementation of this order and to take suitable action, so as to get the modifications as requested in our CHQ letter dt 17.3.2017.

7th CPC Allowance Committee - Not yet submitted its report to Govt - Dopt Minister replied on 22.3.2017
DoPT Minister replied in Lok Sabha on 22nd March 2017 regarding the status of the Committee on Allowances.
Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Shri DR. JITENDRA SINGH said in a written reply to various questions regarding the report of allowance committee in Parliament on 22.3.2017 as follows…
“Several representations have been received from various employees’ associations on allowances by the Committee on Allowances. Joint Consultative Machinery (JCM) has also requested to resolve the pending issues including allowances as soon as possible.
To examine the recommendations of the 7th Central Pay Commission on Allowances (other than Dearness Allowance), a Committee of Secretaries under the Chairmanship of Finance Secretary and Secretary, Expenditure has been set up by the Ministry of Finance, Department of Expenditure on 22.07.2016.
In the 13 meetings held so far, the Committee has interacted with National Council (Staff Side), Joint Consultative Machinery (JCM) and the representatives of All India Railwaymen Federation (AIRF), National Federation of Indian Railwaymen (NFIR), All India Train Controllers Association (AITCA), All India Guards Council (AIGC), Federation of National Postal Organization, National Federation of Postal Employees, Bhartiya Postal Employees Federation, Bhartiya Postal Employees Association (Group-C), Joint Action Council of Service Doctors Organization (JACSDO), All India GDMO Association (AIGDMOA), Delhi Administration Doctors Welfare Association (DADWA), Faculty Association (Maulana Azad Medical College and associated hospitals), Faculty Welfare Association (Lady Hardinge Medical College), Safdarjung Hospital Medical Officers Association, All India Government Nurses Federation (AIGNF), Railway Nurses of India, All India ESIC Nurses Federation, PGI Nurses Welfare Association, Trained Nurses Association of India (TNAI), National Federation of Atomic Energy (NFAEE).
The Committee has not yet submitted its report to the Government. Decisions on implementing the Report will be taken after the Report is submitted by the Committee.”

ii. Managing the work of Accountants now posted as LSG Supervisors.
iii. Managing the Division in case of relieve of huge surplus LSG Supervisors - Difficulty in making relieving arrangements and filling up of the resultant vacancies.
iv. Treatment to LSG Supervisors who may decline the promotion.
v. Nature of treatment to the surplus LSG Supervisors who may be absorbed beyond the sanctioned strength of a Division falling short of approved LSG officials.
vi. Any other technical issues that may arise after implementation.
c. Devising ways and means with adoption of resolutions to meet the crisis.

This is to bring your kind notice that Com. R. N. Parashar, Secretary General, NFPE and Com. M. Krishnan, Secretary General, Confederation & Ex-Secretary General, NFPE & Shri. D. Theagarajan, Secretary General, FNPO met Shri B. V. Sudhakar Secretary, Department of Posts on 17.03.2017 and submitted a detailed letter (No. PJCA/Cadre Restructuring/2017, dated 17.03.2017) explaining the issues arising out of implementation of Cadre Restructuring proposals of Postal Group ‘C’ employees with the suggestions of the staff side to mitigate the grievances of the staff and held discussion with him. The Staff side requested the Secretary, Department of Posts to keep the implementation of Cadre Restructuring proposal in abeyance till the issues raised by the staff side are sorted out amicably.
The Secretary (Posts) assured for positive consideration.
Accordingly, Shri Tilak De, Member (P) (Additional Charge) has also been requested on 18.03.2017 by the Staff Side to issue instructions to all Circle Heads to keep the implementation process of Cadre Restructuring in abeyance.
The copes of both the letters addressed to the Secretary(Posts) and Member(P) are attached here with for kind reference.
Under the circumstances, we would like to request you again kindly to wait for a definite reply from the Directorate in this regard and not to issue posting orders of the approved LSG officials till receipt of a clearance from the Secretary (Posts) on the issues raised by NFPE and FNPO which is presently pending at Directorate level and both NFPE and FNPO are jointly pursuing the issue.
A line of reply on the action taken is highly solicited.

Postal Department sees 11% jump in revenue to Rs.13000cr in FY16
The total revenue earned by Department of Posts (DoP) has grown over 11 per cent to about Rs 12,940 crore in 2015-16, Parliament was informed today.
DoP earned revenue of Rs 10,730.42 crore in 2013-14, which grew to Rs 11,635.98 crore in 2014-15 and further to Rs 12,939.79 crore in 2015-16, Communications Minister Manoj Sinha said in a written reply to Rajya Sabha.
Besides providing purely postal services, post offices perform agency functions like Saving Bank, payment of pension, sale of Cash Certificates etc on behalf of other ministries/ departments, he said adding that the revenue earned is classified under five major heads.
"There is an increasing trend in revenue in three major heads -- postage realised in cash from speed post, registry, business post, parcels etc; commission from Savings Bank; and other major receipts," he said.
There is a decline in two heads of revenue -- sale of stamps and commission on money orders and Indian Postal Orders etc, he added.
Revenue from sale of stamps declined from Rs 670.67 crore in 2013-14 to Rs 576.18 crore in 2014-15 and further fell to Rs 441.75 crore in 2015-16.
Similarly, commission from money orders and Indian postal orders reduced to Rs 464.84 crore in 2015-16 from Rs 641.98 crore in 2014-15.
Responding to a separate query, Sinha said DoP has 34,452 male postman and 2,708 female Postman as permanent employees. It has 1,332 male Postman and 287 female Postman as temporary employees.
In another response, Sinha said the government has planned to set up up to 650 branches of India Post Payments Bank, co-located at each district headquarter post office by September this year.
Also, about 1,000 ATMs are proposed to be established to facilitate the customers of post office saving bank, he said.
