Sub:   Violation of CCS (RSA) Rules, 1993 and Directorate guidelines in collection of letters of authorization by SPOs, Aska Division.

Respected Sir,
              We are enclosing here with the copy of letter No. B/G-52/Misc(Vfn)/Ch.V, dated 16.04.2018 issued by SPOs, Aska Division to the Divisional Secretaries of all Unions/Associations of Aska Division with instruction to submit the membership verification form containing the signature of the SPOs, Aska Division which completely violates the CCS(RSA) Rules, 1993.

In this context, we would like to intimate that only during re-verification process conducted in every 5 years by the Department, the Specimen Letter of Authorization containing the signature of the Director (SR & Legal), Dak Bhawan, New Delhi are submitted as per the instruction of the Directorate. There is no such provision for submission of the annual membership verification forms (Letters of Authorization) containing any officer’s signature. Only the proforma Letters of Authorization collected from the new members by the respective Divisional Secretaries are to be submitted every year on or before 30th April.

As clarified vide Directorate letter No. 18/03/2011-SR, dated 28.07.2011 the signature of the Director (SR & Legal), Dak Bhawan has no relevance in regard to letters of authorization  which may be used for change of option or for seeking new membership in the month of April every year. All the letters of authorization whether bearing the signature of the Director (SR & Legal) or not applied during the month of April may be considered as per the standing instructions.

In no way, the Divisional Head is empowered to circulate the letter of authorization containing his signature.

As such, circulation of  the proforma letter of authorization by the SPOs, Aska Division containing his signature not only violates CCS(RSA) Rules, 1993 and Directorate guidelines issued vide letter No. 18/03/2011-SR, dated 28.07.2011, but a clear encroachment on the power and authority of Director (SR & Legal), Dak Bhawan which is not at all appreciable.

Hence, we would like to request you to kindly guide the SPOs, Aska Division to withdraw the above Letter of Authorization circulated by him immediately allowing the Divisional Secretaries to submit only the proforma Letter of Authorization as per Directorate guidelines issued vide letter No. 18/03/2011-SR, dated 28.07.2011.

The issue may kindly be considered with every priority since only 9 working days are left in April.

Subject: - Regarding to stop IPPB implement in Single Hand S.O.

Sir, Indian Postal Payment Bank is going to launch in Rajasthan and other Circles. As par IPPB guidelines and training materials, Post offices including Single Hand S.O. will have to do various works of IPPB like Deposits, Withdrawals Account Opening etc. On holder’s request Post office accounts will also be attached to the IPPB Accounts.
Employees of Rajasthan Circle highly oppose this policy because single hand SPMs are already highly busy and exploited. They are operating various typical departmental softwares and playing multiple roles at the same time like operation and Supervisor. 

It is very sad to say that Department never thought that how many types of work can be done by one person at one time. A single hand SPM is playing multiple roles in same time like Office Manager, Counter Clerk, Supervisor, Deliver Assistant, Branch Offices Observer , Cashier, Cash overseer, Inquiry Counter, etc. and Department trying to impose IPPB work. How a Single SPM Manage POSB and IPPB operations and balances in same time? 

There is one other major irregularity which we want to come in your notice that. IPPB will work under Reserve Bank of India guidelines. RBI has time to time issued many guidelines to related Banks regarding necessity of maker checker concept in financial entries. According to RBI Master Direction DNBS.PPD.No.04/66.15.001/2016-17 June 08, 2017 (Master Direction - Information Technology Framework for the NBFC Sector) Para 3.1 (f) “Maker-checker is one of the important principles of authorization in the information systems of financial entities. For each transaction, there must be at least two individuals necessary for its completion as this will reduce the risk of error and will ensure reliability of information.” It will be full violation of RBI instructions if IPPB implemented in Single Hand SOs.

IPPB will closed on second and fourth Saturday of month still DOP not announced same for Postal Employees. When Postal employees are doing Banking works along with Postal works, why two Saturday off not being provide to postal employees. Why double standards are being adopted. We don’t want any incentive we want that these works are included in our workload. And provide same facility like IPPB because we are doing major works IPPB in banking environment 

Sir Kindly take necessary action in this regards

DARPAN-PLI App was launched by Shri Manoj Sinha

Hon’ble Minister of Communications Shri Manoj Sinha today launched here the DARPAN-PLI App, which will help in collection of premium for PLI and RPLI policies at Branch Post Offices anywhere in India, with online updation of the policies. Further, with launch of this App, indexing of maturity claims in respect of PLI and RPLI polices can be done at Branch Post Office itself, upon which the insurant will immediately be provided with the request number for further references. Shri Sinha said that these two initiatives will help Department of Posts in providing better after-sales service to customers of PLI and RPLI, particularly those living in rural areas of the country.


Shri Sinha said, with a view to achieve total digitisation of postal operations in the country, under the IT Modernisation Plan, Department of Posts has launchedDIGITAL ADVANCEMENT OF RURAL POST OFFICE FOR A NEW INDIA (DARPAN) Project, which aims at connecting all 1.29 lakh Rural Branch Post Offices in the country to enable them to do online Postal and Financial Transactions. Hand held devices with SIM connectivity and solar power backup are being installed in all Branch Post Offices in the Country. The total Project cost is more than Rs.1300 crores. 61,941 Branch Post Offices have been rolled out under DARPAN Project as on 11th April 2018.

The Hand-held devices installed under DARPAN Project will ensure improvement in the quality of Postal services being offered in remote rural areas. Customers in these areas can now avail the facility of online Core Banking, booking of Registered and Speed Post articles, booking of Money Orders, deposit of Postal Life Insurance / Rural Postal Life Insurance premium and indexing of PLI / RPLI maturity claims through hand-held devices being used at branch post offices.

Subject: Child Care Leave (CCL) — Clarification Reg.

The undersigned is directed to refer to DoP”Ls O.M. No.21011/08/2013- Estt.(AL), dated 25.03.2013 and to say that references have been received with regard to leaving Head Quarters/Station while on CCL and availing LTC during CCL.



2. In this regard, it is has now been decided that:

(i) An employee on CCL may be permitted to leave headquarters with the prior approval of appropriate competent authority.

(ii) LTC may be availed while an employee is on CCL.

(iii) An employee on CCL may proceed on foreign travel provided clearances from appropriate competent authorities are taken in advance.

Sub: Pending issues of Central Government Employees

Dear Sir,
As you are aware that the Central Government Employees issues particularly review of New Pension Scheme, Minimum Wage and Fitment Formula are pending since long. Its unfortunate that inspite of assurance given by Cabinet Ministers and our pursuation with you time to time has not yilded any result so far. We had deffered the strike on a clear cut assurance but the committees formulated to resolve the issues have not done any thing, with the result creating lot of anguish amoagest Central Government Employees.

It is also unfortunate that inspite of continues persuation the meeting of National Council has also not been fixed gives an impression than no body is serious for resolution of long pending demands of Central Government Employees. The National Council JCM (Staff Side) had tried its level best for a negotiated settlement but unfortunatly could not succed due to willy nilly atitude of Government.

In view of all round dissatisfaction among Central Government Employees it is requested that the above demands could be resolve without further loss of time and meeting of National Council (JCM) should also be convend at an earliest to resolve the other issues submitted as agenda.

Sub: Brief of the meetings held between the Staff Side(JCM) and Official Side

Met yesterday, i.e. on 9th April, 2018, with the Secretary(DoP&T), Government of India, Dr. C. Chandramauli, who joined recently, and requested him for holding meetings of the Standing Committee of the NC/JCM and National Anomalies Committee at an earliest. He has promised for the same.

Today, i.e. on 10th April, 2018, met the Cabinet Secretary, Government of India, and handed him over a copy of the enclosed letter.

He said that, the issue of the NPS is under finalization and Secretary(Pension), Government of India, had very recently given presentation. He further said that, there would be some visible changes in the NPS.

On the issue of Minimum Wage and Fitment Formula he once again mentioned that it depends totally on the political call.

So far the issue of non-holding of meetings of the National Council(JCM) is concerned, he said that he would try to hold this meeting very shortly.

(a) whether the reports of successive Pay Commissions have been increasing the burden on Government finances/ exchequer in partially accepting their recommendations for increase in wages and if so, the details thereof;
(b) whether the last Pay Commission has suggested productivity linked pay hike to the deserving employees to eliminate below average or mediocre performance and if so, the details thereof;
(c) whether such periodic hikes in wages resulting from Pay Commission recommendations trigger similar demands from the State Government/public utility employees, imposing burden on already strained State finances and if so, the details thereof; and
(d) whether the Government is considering an alternative for increasing the salaries and allowances of Central Government employees and pensioners in future instead of forming Pay Commission and if so, the details thereof?

Statement Annexed with the Lok Sabha Starred Question No. 568 dated 06.04.2018 raised by Shri Jose K. Mani regarding Pay Commission Reports
(a) The financial impact of the recommendations of the Central Pay Commission, as accepted by the Government, is normally more pronounced in the initial year and gradually it tapers off as the growth in the economy picks up and fiscal space is widened. While implementing the recommendations of the last Central Pay Commission, i.e., the Seventh Central Pay Commission, the Government staggered its implementation in two financial years. While the recommendations on pay and pension were implemented with effect from 01.01.2016, the recommendations in respect of allowances have been implemented with effect from 01.07.2017 after an examination by a Committee. This has moderated the financial impact of the recommendations. Moreover, unlike the previous 6th Pay Commission, which entailed substantial impact on account of arrears, the impact in the year 2016-17 on account of element of arrears of revised pay and pension on the present occasion of the 7th Central Pay Commission pertained to only 2 months of the previous financial year of 2015-16.
(b) The Seventh Central Pay Commission in Para 5.1.46 of its Report proposed withholding of annual increment in the case of those employees who are not able to meet the benchmark either for Modified Assured Career Progression (MACP) or regular promotion within the first 20 years of their service.
(c) The service conditions of employees of State Governments fall within the exclusive domain of the respective State Governments who are federally independent of the Central Government. Therefore, the concerned State Governments have to independently take a view in the matter.
(d) No such proposal is under consideration of the Government.
