A workshop on Philately will be organized by Odisha Postal Circle at Hotel Arya Palace, Bhubaneswar from 4th to 5th August, 2015.  In the said workshop, necessary training will be imparted to the participants on "My Stamp".

Opening A individual Minor Account Age more than 10 Year : Finacle Solution

In Finacle Date of Birth is mandatory Field. If Age is less than 18 years, The Account is treated as Minor and Guardian CIF becomes necessary in Account opening. According to POSB rules A child, age of 10 years can open the Account self. The following steps are to be taken in this condition.
  1. There is no need to fill the Guardian Detail in AOF
  2. Signature and Photo of Minor should be pasted in AOF.
  3. First Create Minor CIF and write this CIF ID in AOF as Depositor CIF
  4. In Guardian Detail, Please use unique Guardian CIF 300668762.
  5. The mode of operation should be ''self''
  6. CPC will use the Minor CIF ID in Datacap.

Several Measures taken by the Government to Simplify Tax Payment and Stautory Filings; Online Application for Allotment of Pan and Tan; Online Payment of Taxes etc


 With a view of minimize the cost of compliance of the taxpayers, the Central Board of Direct Taxes (CBDT) has taken several measures to make tax payment and statutory filings simple and convenient for the taxpayer, including-
 
·         Online application for allotment of Permanent Account Number (PAN) and Tax-Deduction Account Number (TAN)
·         Single page challan for payment of tax through authorized banks.
·         Online payment of taxes.
·         Online viewing of tax credits.
·         Online filing of return f income and return of TDS.
·         Centralized processing of returns and electronic intimation of orders.
·         Direct credit of refunds upto a limit to the nank account of taxpayer through ECS and sending of refunds vouchers by refund banker to the taxpayer directly.
·         Online filing of rectification application.
·         Facility of Tax Return Preparers to assist the taxpayer in preparing his return of income or TDS.
·         Establishment of Aayakar Seva Kendra (ASK) Centres in various locations to provide a single window service delivery platform.
 
These facilities have already substantially mitigated the problems of the taxpayers by reducing the time and effort required for discharging their statutory obligations and by minimizing the need to visit the Income-tax office. Moreover, streamlining of tax collection process is done on an on-going basis as part of revenue management.
 
To facilitate the taxpayers and to provide end-to-end e-enabled services, the Income Tax Return for A.Y. 2015-16 can be verified electronically.
 
A taxpayer may verify his return through Internet Banking or through Aadhaar based authentication process.
 
For the convenience of small taxpayer having total income of Rs. 5 lakhs or below without any claim of refund, facility for generating Electronic Verification Code (EVC) has also been provided on the E-filing website of the Department. Ins uch cases EVC will be sent to the registered email ID and mobile number of the taxpayer.
 
Person using this facility will not be required to submit a signed paper copy of ITR-Verification Form (ITR-V) to CPC Bengaluru.
 
In case a taxpayers is unable to electronically verify the ITR using the EVC for any reason, then, the signed copy of ITR-V may be sent within the specified time of 120 days to CPC Bengaluru by ordinary post or Speed Post.

Pension to Ex-Servicemen

The complaints regarding incorrect payment of pension, incorrect revision/ underpayment of pension etc. are being received and action is taken to redress the grievances by taking appropriate action in coordination with Pension Sanctioning Authorities & Pension Disbursement Agencies.
The number of complaints received during each of the last three years and the current year are as under:-

The Government is considering to implement a system of Central Pension Disbursement Agency (CPDA) to facilitate credit of pension directly to Pensioner’s bank account.The new system is likely to be implemented from the next financial year.

For ensuring quick and seamless disbursement of pension to Ex-Servicemen, following projects are undertaken by the Government.

§  Digital life certificate through Jeevan Praman Portal.
§  Digitization of records to enable prompt pension revision in future.
§  Submission of  e-Pension claim and issuance of  e-PPO.
This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Satav Rajeev and others in Lok Sabha today.

          During the one year period of BJP Government, it may be clearly felt that this Government has betrayed and cheated the workers and worked against them curtailing  their trade union rights, wages and social security’s which were earned through sustained struggles and sacrifices by them. Every action of Government is pro capitalists, pro employers. Large scale amendments in labour laws are aimed to benefit industrialists/employers to give them free hand to retrench/lay off workers, declare closure/shutdown of establishment and resort to mass scale contractorization.

            The main object of these changes is to do away with whatever minimal protection the workers are having under present labour laws despite their large scale violations in connivance with the state Governments. The present Central  Government  does not  want to implement the consensus recommendations of 43rd, 44th and 45th Indian Labour  Conferences of formulation of minimum wages, same  wage and  benefits as regular workers for the contract  workers and granting  status of workers with attendant benefits to those employed in various Central Government schemes like Anganwadi, Midday Meal, ASHA, Para Teachers etc. On the contrary the Government drastically curtailed budget allocations to all those centrally sponsored schemes meant for poor people’s welfare.

            Beside these labour laws the Central Government is also doing away the workers from social security schemes like, EPF and ESI making them a optional aiming to dismantle the basic social security cover available to organized sector.
            The Government has not taken any concrete measures to curb price rise of essential commodities. On universal public distribution system, the Government is trying to scuttle it through Direct Benefit transfer scheme resulting further squeeze on the common people,
            After coming in Power this Government declared total Ban on recruitment in all Central Government Services causing large scale unemployment. 100% FDI in Railways, the biggest establishment of Central Government has been declared and further projects will be launched on PPP Model. Bigger and important stations will be given to private  parties to develop and take  users charges causing more burden on common man.49% FDI  has also been declared in Defence and 41 Ordnance Factories  will be privatized resulting more contractorization  of labour . Disinvestment has already been started in C.P.S.U.S. like Coal India Ltd., NTPC and NHPC etc. Plan to corporatize Ports is also in pipeline.

            Whatever promises were made by Modiji during election campaign. On all of those this Government has taken U turn. Not a single promise is being fulfilled. Land acquisition act is also being amended which will be against the interests of Farmers. No reasonable minimum support price for the agriculture products and nothing to compensate the loss of crops caused due to natural calamities.

            In Central Services the New Pension Scheme  was introduced  during the previous NDA Government and now this Government  also does not agree to replace it by Defined benefit Pension Scheme causing more miseries to the working people,

            The demands of Central Government Employees for grant of DA Merger, Interim Relief and date of effect of 7th CPC recommendations from 01.01.2014 has also been rejected.

            In Postal Department, Government is moving ahead to corporatize various services based on the recommendations of Task Force Committee headed by T.S.R Subramanian. The Department of Posts and Government of India has still not taken any decision to include G.D.S. in 7th CPC. The agreement and assurances made by the Postal Board during the course of negotiations on PJCA Strike Charter of Demands are not being implemented.

            So keeping all the facts in mind and in pursuance of decision taken by All Central Trade Unions to go on ONE DAY STRIKE on 2nd September-2015 , the National Executive of Confederation and Federal Secretariat of NFPE  have  also endorsed the decision to resist the onslaughts on working class in the wake of neo-liberal Economic Policies by participating in the strike.

            NFPE appeals to all the affiliates and entire rank and file to make maximum efforts for the grand success of ONE DAY 2nd September-2015 Strike and defeat Anti People, Anti Working Class Policies of Government of India.

SMS service started in DoP finacle

SMS SERVICES HAVE BEEN STARTED IN DOP FINACLE

BJP icons Vivekananda, Bhagat Singh, Tagore, Bose, Abul Kalam to join Nehru on stamps

NEW DELHI: Continuing with the BJP's project to dilute the Gandhi-Nehru family's  iconography, the government is all set to immortalise anti-Congress political  icons such as Jai Prakash  Narayan, Ram Manohar Lohia, Syama Prasad  Mookerjee and Deen Dayal Upadhyay by issuing 'definitive' postage stamps of  them in various denominations.

A decision to this effect was learnt to  have been taken during a recent meeting of the philatelic advisory committee  chaired by Ravi Shankar   Prasad, Union minister of IT, Telecom and Posts.

The postal department  issues stamps in two categories - definitive and commemorative. Definitive  stamps are for day-today use in various denominations and are available across  all post offices in the country. Commemorative stamps are limited edition stamps issued on special occasions related to  people, institutions or events.

Government sources said the move stems from criticism during the committee meeting  about the postal department issuing definitive stamps featuring members of the Congress first family --Jawaharlal  Nehru, Indira Gandhi and Rajiv Gandhi - apart from Mahatma  Gandhi.

"It was decided that eminent people of all ideological, cultural  and musical streams and revolutionaries should be given due space in definitive  postage stamps," according to an official who attended the meeting.

According to  sources, the indications are definitive postage stamps would be  issued on Swami Vivekananda, revolutionary Bhagat Singh, Rabindranath Tagore, Subhash Chandra Bose, Vallabhbhai Patel, Maulana Abul Kalam Azad, Tamil poet Subramnia Bharti and modern stalwarts of Indian music -  Pandit Ravishankar, Bhimsen  Joshi and MS Subbulakshmi.

"This move has been necessitated by the  dominance of members of one family (Nehru-Gandhi) in the definitive postage  stamps category," said a person who was present at the committee meeting. The ruling establishment now hopes to establish Deen Dayal Upadhyay and Syama  Prasad Mookerjee, the two ideological icons of the ruling BJP, as icons for the 
masses through their postage stamps.

Additionally, the meeting is learnt  to have recommended launching a series of commemorative stamps on musical  stalwarts (Mohammad Rafi, Kishore Kumar, Mukesh, Bhupen Hazarika and Geeta Dutt),  painters, dancers and revolutionaries of India.

E-retail firms boost Postal Department revenue

MUMBAI: With e-commerce platforms increasingly turning to the Indian Posts to deliver their orders to customers, the fast flourishing e-retail business has become a revenue generator for the state-run agency, whose traditional operations are dented by the deep penetration of e-mail and mobile phones. 

Realising the potential, the Postal Department has set up a dedicated e-commerce and parcel processing center in the country's commercial hub Mumbai. 
Spread across 12,000 sq ft, the facility at Parcel in the city has bagged good business in a short span, handling around 5,000 orders a day. 

The department officials expect at this pace the traffic would soon increase to 10,000 parcels per day. The facility has a capacity to process 30,000 parcels per day. 

Quite a few e-commerce companies have already approached the department seeking tie-up with India's oldest and most trusted National postal facility including major players like Amazon, Snap deal, Flip-kart, E-bey, Telebrand India, TVC network, Quick Services and Red Box. 

"The commercial agreement started taking place last year and by now we have had commercial tie-up with 46 e-commerce companies in Mumbai region, 7 in Pune and 6 in Goa," said a senior official from the Postal Department.

Clarification Regarding CBS from Directorate

1. It may please be clarified whether SB pay in slip is required to be collected OR NOT , when maturity amount of a scheme is transferred to SB account? It will be also be considered as NON CASH TRANSACTION.

2. Similarly whether pay in slip is required to be collected from the agents when agent commission is automatically deposited to their SB accounts and these transactions will also be treated as non cash transaction?

3. Agents are required to write AAR number on ACG-17 used for taking commission earned on investments made by them ( SB order no 6/2013 dated 25.04.2013). If it is not done, the investment will be treated as direct investment and commission will not be paid. In the CBS environment commission earned will be automatically credited to agent's SB account directly.
In these circumstances, Where the agent has to write AAR number?. No provision is also made in Account opening form to write AAR number by the agent. Provision to write AAR number is to be made in Account opening form.

Clarification-TAKING ACG-17 has not been discontinued yet.

7 day State Mourning for Dr.Kalam’s demise – Central Govt Offices to remain open – no holiday announced

As a mark of respect to the departed dignitary Dr.A.P.J. Abdul Kalam, former president of India, seven days of state mourning will be observed throughout India from July 27, 2015 to August 2, 2015.
However, all central government offices will remain open and no holiday has been declared.

During the period of state mourning, the national flag will fly at half-mast on all buildings throughout the country where it is flown regularly and there will be no official entertainment.
