Circle Union writes to NFPE on forthcoming agitational programmes of NFPE / Confederation

Respected Comrade,
While forwarding the NFPE Circular referred to above to the Divisional Secretaries / Circle Union Office bearers, we are receiving several reactions on the Charter of Demands from grass root level leadership and members as well.

Though there are 12 Points Charter of Demands for regular issues affecting the common citizens of India  and 21 points Charter of Demands for all Central Govt. employees in general, the grass root level leadership are suggesting some specific issues of the postal employees in particular to be included in the Charter of Demands as follows.

i.              Five working days in a week for postal operative staff.

ii.             Change of designation on each promotion (LSG/Grade-I, HSG-II/Grade-II and HSG-I/Grade-III) (if considered, Demand No. 11 of the Confederation may be modified accordingly)

iii.            No meeting/mela/workshop/seminar on Sundays and Govt. Holidays. (All the orders issued earlier in this regard instructs not to hold such meeting/mela/workshop/seminar frequently for which the administration has got the scope for conducting on several Sundays/Holidays  with a reply that they are not conducting frequently).

iv.           Ensure payment of wages to the casual workers as per recommendations of the 6th and 7th CPC. (While the payment as per 6th CPC has been paid partially, the same as per 7th CPC has not at all been paid yet in many Circles. As such, Demand No. 5 of the Confederation may be modified accordingly, if considered)

Hope, our CHQ will reexamine inclusion of the above demands in the charter.

Inviting a kind reference to the letter of the Chief PMG, Odisha Circle referred to above and addressed to CHQ,  this is to state that the reply given on the basis of rotational transfer guidelines issued vide Directorate’s letter No. 141-141/2013-SPB.II, dated 31.01.2014 is not at all convincing since the station tenure for non-gazetted staff has been abolished vide DG P & T letter No.69/49/72-SPB, dated 29.08.1973 and No. 69/49/71-SPB I, dated 2 12.1971 where in it has been categorically instructed to transfer such officials to some other post in the same station on completion of tenure. The tenure for non-gazetted Postmasters including HSG is 4 years (DG P & T Letter No. 69/15/79-SPB-I, dated 14.02.1980).

During the last rotational transfer, Odisha Circle has transferred as many as five such Postmasters including this Circle Secretary who has been accommodated in the headquarters for one year only on immunity ground. This time the number may increase.

Therefore, it is once again requested to appraise the Directorate to re-circulate the abolition order issued vide DG P & T letter No.69/49/72-SPB, dated 29.08.1973 and No. 69/49/71-SPB I, dated 2 12.1971 to save the interest of the non-gazetted Postmasters.

            This has been replied by the Divisional Head in the monthly Union meeting with the AIPEU, Group-C, Mayurbhanj Division held on 31.08.2017.

            This has a kind reference to this Circle Union letter No. P3NFPE-Odisha/07 - 06/2017, dated 16.06.2017 which was neither acknowledged nor was the action taken report intimated during last three months.

            A copy of the said letter is reproduced below which is self-explanatory.

            When the issues are discussed with the Divisional Head in the monthly Union Meeting, a coded reply is being given to the Divisional Union that  the matter has been referred to C O and will be reminded.

            In addition, as replied to the Divisional Union in the last monthly Union meeting held on 31.08.2017, a proposal for construction of a building for Karanjia MDG in the vacant land has been submitted to Circle Office on 13.05.2016.

            Similarly, it has also been replied that a proposal for provision of A C to Baripada H O and Divisional Office has since been submitted to Circle Office with reminder on 16.08.2017 which has invited no action till date.

            Therefore, this Circle Union would like to request for expediting all the pending building issues of Mayurbhanj Division.

Sub:-  Building issues of Mayurbhanj Division

Respected Sir,
                        As brought to the notice of this Circle Union, building issues like construction of motor cycle shed in postal colony Baripada and Rairangpur, repairing and maintenance of staff quarters at Baripada and Rairangpur are pending at C O.

                        The issues have already been taken up by the Divisional Union with the SPOs, Mayurbhanj Division.

                        With regard to the issue of construction of motor cycle shed in postal colony Baripada and Rairangpur, it has been replied by the Divisional Head that the Asst. Director (Bldg)  has already addressed the Executive Engineer (Civil), Postal Civil Sub Division, Bhubaneswar on 04.01.2016 and the EE (Civil) has directed the AE (Civil) vide his letter No. 50 (29) / CDC / 80 / Baripada & Rairangpur / 2014, dated 04.02.2016 to visit the spot  and submit estimate immediately. But though the Divisional Head has already reminded the Circle Office since 11.05.2016, no action has yet been taken on the issue.

                        For repairing of Type-III, Qtrs. No. 4 and No.5 in the campus of Rairangpur HO though C O has been requested on 28.10.2015, 02.02.2016 and 13.05.2016, no action is seen to be taken in this regard.

                        Similarly the annual maintenance of staff quarters in Baripada and Rairangpur are pending in C O since 28.10.2015.

                        The delayed action / no action in repairing and maintenance of Staff Quarters not only put the occupants in to trouble but seriously damage the Govt. property also.

                        Therefore this Circle Union would like to request for expediting all the pending building issues of Mayurbhanj Division  for saving the Govt. property from further damage.

Cabinet approves release of additional 1% Dearness Allowance to Central Government employees and Dearness Relief to pensioners w.e.f. 01.07.2017 
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for release of additional 1% Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners. It will be applicable from 01.07.2017.

The release of the additional instalment of DA represents an increase of 1% over the existing rate of 4% of the Basic Pay/Pension, to compensate for price rise. This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.


The combined impact on the exchequer on account of both DA and DR would be Rs.3068.26 crore per annum and Rs.2045.50 crore in the financial year 2017-18 (for a period of 8 months from July, 2017 to February, 2018). This will benefit about 49.26 lakh Central Government employees and 61.17 lakh pensioners.

Sir,
             It is to bring to your kind notice that Productivity linked bonus is required to be paid before Durga Puja. It is therefore requested to kindly cause action for making payment of bonus before Durga Puja.  

         It is also worth mentioning that an arbitrarycap of 60 days has been fixed for payment of PLB.

            Now the business and revenue of Department is increasing every year.

            Therefore kindly take necessary action to remove this cap and arrange to make payment of bonus which comes out real.

This is to bring your kind notice that Diwali / Payasradha / Kalipuja, one of the most important festivals of Odisha is going to be celebrated on 19.10. 2017 and as known, this festival being the festival of lights is celebrated in the night with pump and ceremony including children to senior citizens. Thus, everybody will remain busy in celebrating this festival on 19.10.2017. 

As a result, the outstation participants will not be in a position to attend the 32ndOdisha Circle Postal Cultural Meet 2017-18  scheduled to be held at Bhubaneswar on 20th Oct 2017 to 21st Oct 2017 as circulated vide SSPOs, Bhubaneswar Division letter referred to above (Copy attached) which may damage the original spirit of such cultural meet with less number of participants.

Therefore, this Circle Union would like to request you kindly to arrange for rescheduling the above dates to any other dates convenient to the administration enabling the outstation participants to take part in the programme.

Circle Union demands for suitable action against Postmaster, Raygada HO

Sub: - Request  for suitable action against Sri  D.P.Sabata, Postmaster, Rayagada HO for gross violation of CCS (Conduct) Rules. 

Respected Sir,
This Circle Union is compelled to bring it to your kind notice the unfortunate incident happened in Rayagada HO under Koraput  Division  on 09.09.2017.

As reported to this Circle Union, one Sri D P Sabata, now working as Postmaster, Raygada HO physically assaulted one of our P As namely  Sri S.Madhava Rao for delay in WUMT transaction (due to some technical error in the system)  in the presence of the customer and other staff members of Raygada HO which has already been brought to the notice of all concerned including R O, Berhampur and SSPOs, Koraput Division with request to take suitable action against the erring Postmaster  Sri Sabat.

It is also surprising to know that said Sri Sabata is quite habitual in misbehaving the staff members and to our esteemed customers as well and several incidents on such misbehaviour and physical assault to staff members by him are already on record without any action which compelled this time to submit a joint memorandum to the SSPOs, Koraput Division by the HO staff.

Such misbehaviour and physical assault by said Sri Sabata have also drawn the attention of some media houses inviting several publications in the local newspapers and thus tarnishing the image of the Department.

While this Circle Union strongly condemns the substandard attitude and unwarranted activities of said Sri Sabata, demands for immediate suitable disciplinary action against him with exemplary punishment for taking the law to his hand and violating the CCS(Conduct) Rules as a Central Govt. employee.

 A copy of the said memorandum and relevant paper cuttings are attached here with for further disposal.

          On behalf of my union I would like to bring kind attention of the following few lines for kind intervention and favorable action.

Sir, At the beginning we will like to thank you so much for kind approval of UPS batteries of Phulbani Division, which has not been done since last 3 years.

Problems-
1.        As per DTE, Posts letter number 60-9/2010-SPB-I dated 10th November 2010 & 30th December 2010, a candidate selected for the Post of Postal Assistants or Sorting Assistants; should be imparted trainings like pre-induction and in-house after appointment into the Department of Post. But In the case of Phulbani Division the same has not been done. The following officials are first imparted the said trainings and then they are issued with appointment memos after completion of in-house training.  So the appointment memo is in contravention with the aforesaid directorate order. So it is requested to modify the appointment memo with appointment date from starting of the said trainings which will enable the officials to get the pay & allowances in the relevant pay band. As according to the aforesaid DTE letter number there is no question of stipend/allowance for the said trainings

        In accordance with the DTE Posts letter No- 4/2008 400 (Corr) dated 14.10.13 training period should be counted as duty for drawl of pay & allowances and also for increment. But in case of Phulbani division the same has not be done. So it is requested that the following officials should be paid pay & allowance as applicable for that time & accordingly 07th CPC pay fixation of them also may be done.

2.      Credit limit issue of Boudhraj MDG-
The credit limit of Boudhraj MDG for drawing cash from bank has been exhausted, now the said office is unable to draw cash from Bank. Also the said office is functioning as a cash office for 9 offices. So it causes a lot of trouble for all the nine offices for cash payments including KL & NREGS payments. Public resentment is going up & up . But till then no action has been taken for supplying additional credit to the said office. It is requested to your honour to be kind enough and intervene in this matter and cause necessary action for providing additional credit to the said office.

3.      Staff Shortage
The staff shortage is a normal phenomenon since years together and the condition become so worse that the HO is managed only by 5 to 6 PAs instead of sanction strength 22. Further all most all SOs are being managed by single handed. So it is requested to please be kind enough and approve the inward Rule 38 for Phulbani & outward Rule-38s may kindly be not approved till the staff strenghth of Phulbani becomes normal.

4.      Supply of Air Cooler-
The Staff of Phulbani division are now working in scorching heat in summer; sometimes 46 degrees above temperature. SO it is requested to supply coolers to the offices of Phulbani division.

5.      Regarding Space for IPPB at Phulbani HO-
In the Head Post Office, Phulbani the space is not sufficient for the existing establishment. In the agend dated 02/08.2015 it was also requested for extra space which was not provided. So giving space from Phulbani HO to IPPB is not possible. So it is requested to make some alternate arrangements for IPPB.

6.      NSP-2 speed should be half of NSP-1-
In some areas of Phulbani Division 3G service is being provided by Airtel. Though the NSP-2 has been provided with Airtel dongle the same is not configured to access 3G network. If the same will be allowed to access 3G network the NSP-2 will provide that speed in which CBS work can be done i.e. half of the speed of NSP-1. But now the NSP-2 is providing the speed of 1/10th of NSP-1. When this issue was taken up with the circle head of sify, Odisha by me in eMail for a particular office, he replied that the Directorate is not providing the cost for the same. Hence it is requested to cause necessary action in this regard that NSP-2 must provide the speed of half of the speed of NSP-1. This will give a lot relief to all offices and to public also.

7.      Up gradation of Status of some office of Phulbani Division-
Offices like Khajuripada-762012, Manamunda-762016 & Tumudibandha-762107 which are now functioning single handedly must be upgraded to double handed offices by reviewing their statistics.  And offices like Baunsuni-762015, Contractorpada-762002 & Phiringia-762011 which are functioning double handedly


8.     Construction quarters at Boudhraj-762014, Balliguda-762103 & Phulbani-762001-
In Boudhraj, a MDG is functioning in the departmental building which strength is 4+1, 2 postmen and 2 overseer mails and three singe handed Non Delivery Sub Offices (Boudh Court, Boudh Bazaar & Malisahi) and  one single handed delivery office (Sarsara) are functioning within a radius of 8 Kilometers of Boudhraj. Also Boudhraj is headquarter of Boudh district. But no quarter facility is there for the staffs of the Department of Post except of Post attached quarter of Postmaster. So some more quarters (Type I / Type II / Type III) should be constructed there as sufficient space is available inside the campus.
In Balliguda, a Grade I Sub Office is functioning in the departmental building which strength is 3+1, 1 postman, 1 night watcher and 2 overseer mails also one singe handed Non Delivery Sub Offices (Nuasahi) 8 Kilometers of Balliguda. Also Balliguda is a Sub Divisional headquarter of Kandhamal district. But no quarter facility is there for the staffs of the Department of Post except of Post attached quarter of Postmaster. So some more quarters (Type I / Type II / Type III) should be constructed there as sufficient space is available inside the campus.
At Phulbani there are around 50 departmental employees working within the radius of 8 Kilometers but only 12 quarters are available. So some more quarters (Type I / Type II / Type III) should be constructed for the benefit of postal employees.
Also the quarter for SPOs of Phulbani has been ordered for demolition but the same has not been done. So it is requested to take up the case at appropriate level for demolition of the said quarter and construction of a new one.

9.     Construction of Departmental buildings at Daringibadi-762104 & Manamunda-762016-
In the places Daringibadi & Manamunda land acquisition has been done in favour of the Department of Posts also the boundary wall have been constructed. But now though roughly 20 years have been passed no action has been taken for construction of Post Office buildings at the said places. Also DARINGIBADI is known as the KASHMIR OF ODISHA. So some holiday homes/IQs can be constructed there. It is requested to take up this case at priority at directorate level as encroachment is now happening at both the places.
                  
Hope our honourable PMG will look into all the issues at cause necessary action for resolving the same.
