Sub-Discrepancy in regular and ad-hoc appointment to LSG cadre.    Sir                 The following discrepancies are noticed in the ad-hoc & regular appointments in LSG cadre. Hence it is requested to take necessary action in this regard to rectify the errors. 1.         Shri Dandapani Behera is Senior to Shri Rabisankar Sahu & Shri Basant Kumar Maharana in the divisional gradation list. But Shri Rabisankar Sahu & Shri Basant Kumar Maharana are appointed as regular LSG at Sl no-31 & 26 respectively, where as Shri Dandapani Behera is not appointed as regular LSG 2.        Shri Rabisankar Sahu is senior to Shri Basant Kumar Maharana in the divisional gradation list, but Shri Sahu is serially appointed below Shri maharana. 3.        Shri Bibekananda Bisoyi, Shri Sujit Kumar Sahu & Shri Rabinarayan Choudhury are senior to Shri Debashish Panda & Shri Jogeswar Panda in the divisional gradation list. But Shri Debashish Panda & Shri Jogeswar Panda are appointed as ad-hoc LSG at Sl no-205 & 206 respectively, where as Shri Bibekananda Bisoyi, Shri Sujit Kumar Sahu & Shri Rabinarayan Choudhury are not appointed as ad-hoc LSG.  This is for favour of kind information. Ref- PHI/AIPEU/Gr C/01-08/17 dated at Phulbani the 28th August 2017 Sub-Regarding Bunching effect to the PAs of Phulbani Division.   Dear comrade, As per DTE, Posts letter number 60-9/2010-SPB-I dated 10th November 2010 & 30th December 2010, a candidate selected for the Post of Postal Assistants or Sorting Assistants; should be imparted trainings like pre-induction and in-house after appointment into the Department of Post. But In the case of Phulbani Division the same has not been done. The following officials are first imparted the said trainings and then they are issued with appointment memos after completion of in-house training.  So the appointment memo is in contravention with the aforesaid directorate order. So it is requested to modify the appointment memo with appointment date from starting of the said trainings which will enable the officials to get the pay & allowances in the relevant pay band. As according to the aforesaid DTE letter number there is no question of stipend/allowance for the said trainings In accordance with the DTE Posts letter No- 4/2008 400 (Corr) dated 14.10.13 training period should be counted as duty for drawl of pay & allowances and also for increment. But in case of Phulbani division the same has not be done. So it is requested that the following officials should be paid pay & allowance as applicable for that time & accordingly 07th CPC pay fixation of them also may be done. RO, Berhampur has been reminded from DO, Phulbani on 09th January 2018. This matter was also discussed in the bi-monthly meeting of AIPEU, Gr C with the PMG Berhampur on 065.09.2017 vide agenda Number-01-09/2017; it was replied that the issues may be taken up with SPOs, Phulbani. But after the above also the officials are till deprived off their legitimate right. Hence it is requested to look into this matter with priority. General Body Meeting Of AIPEU Gr C, Phulbani on 14.01.2018.

      Notice is hereby served under the article number 48 of the Constitution of All India Postal Employees Union, Group C to hold a General Body Meeting of AIPEU Gr C, Phulbani Division at 11:00 hrs sharp on 14^th January 2018 (Sunday) in the PRC, Phulbani in the campus of Phulbani (O) HO.

Like it or not, Aadhaar will be the basis of your life in 2018

The government cannot have any foolproof system to secure such a large amount of data from hackers who devise more innovative ways by the day.


2017 saw several controversies and a lot of confusion on linking of the 12-digit Aadhaar number with various government services. Clarity was scarce as the government kept linking schemes to Aadhaar without making it mandatory as the Supreme Court admitted and heard petitions against the government.
In 2018, the Supreme Court will decide several petitions before it on making Aadhaar mandatory for government services and the overarching matter of citizens' right to privacy. The Court has refused to put a freeze on Aadhaar linkages. As the status quocontinues, the government has increased the number of services linked to Aadhaar. The Supreme Court has extended the deadline for Aadhaar linkage to services such as Permanent Account Number, bank account and mobile phone number to March 31, 2018.
If the court gives a go-ahead to the mandatory linkages of Aadhaar, it will become the most important identity proof of an Indian, the one number that opens all the government doors. While it will create efficiencies and make the government faster, it can also make a large number of people vulnerable to cyber crime. The government cannot have any foolproof system to secure such a large amount of data from hackers who devise more innovative ways by the day. However, Aadhaar will make the dream of digital India come true as citizens can easily connect with the government online. A digital identity for every Indian holds a revolutionary potential for governance. It can bring transparency and literally root out corruption at several levels. A verdict on the right privacy that goes in favour of the government may embolden it to use the Aadhaar details for several purposes including criminal probes.
If the Court doesn't permit mandatory linking of Aadhaar with government services, that won't spell the end of Digital India dream. Most probably, the government will find innovative ways to persuade people to get an Aadhaar identity and link it to government schemes voluntarily. Most of the Indian have already registered for Aadhaar. The government can even incentivise the Aadhaar linkages.
However, the Court might allow mandatory Aadhaar linkages for a few services. In June, the Court had upheld Section 139AA of the Income Tax Act, saying that the new provision that made Aadhaar mandatory for income tax assessees was not in violation of the fundamental right to equality or to practice one's profession or trade.


In any case, Aadhaar is going to be the cornerstone of governance in 2018, and the very basis of your life. Even private sector has started asking for the Aadhaar details. Recruiters in private companies have already started using Aadhaar to verify candidates while hiring them. Facebook wants you to use your Aadhaar while creating a new account. It is testing a new feature which encourages those opening new accounts to submit their names as in their Aadhaar cards.
