UPDATE ON BONUS HIKE : GOOD NEWS EXPECTED SOON

As per reliable sources, Election Commission has given it's nod for issuing ordinance on "Payment of Bonus Act"



Now the matter will go to cabinet and after it's approval, necessary ordinance will be notified soon.
Earlier Govt. decided to raise the ceiling of Rs 3500/- per month to Rs 7,000/- per month.

Kudos to the Postmaster and staff members of Keonjhargarh HO, Odisha Circle

A gentle approach made by  Shri Susant Kumar Panigrahi, Postmaster Grade – III,  Keonjhargarh HO – 758001 greatly motivated all the Group-C and Group-B staff members of Keonjhargarh HO to decide mutually for maintaining a definite dress code by wearing  uniform  ( black pant and light violet shirt) initially on certain days of the week to develop a team spirit  amongst all.  

This small initiative by Shri Panigrahi will certainly go a long way in maintaining unity and fraternity amongst the staff members which is almost required during transformation of India Post.

The AIPEU, Group-C, Phulbani Division congratulates all the staff members of Kenonjhargarh H O for their unique initiative.

Installation of high quality and visible sign boards on all BOs

 During the review meeting of the Department of Posts chaired by the hon'ble MOC&IT on 14th Sept 2015, the hon'ble Minister has desired the status report on his earlier direction to install high quality and visible sign boards on all BOs across the country.

Now the Directorate has asked all Circle Heads to submit a compliance report as well as a certificate signed by CPMG that the sign boards have been installed in all the BOs of the Circle.

Postal JCA Dharna in Jantar Mantar New Delhi on 22nd September POSTAL JCA OF NFPE & FNPO STAGE DHARNA IN JANTAR MANTAR

The Postal Joint Council of Action of NFPE & FNPO with their GDS Unions staged a Dharna in Jantar Mantar today stressing their Postal Charter of Demands. However the focus had been on the issue of GDS. The JCA demanded that the GDS wage issues should be referred to the 7th CPC for appropriate recommendations instead of referring them to any Officer headed Committee. The NFPE Federal Executive decision to discuss with Postal JCA for a decision to go on strike from November 23 for the Postal Charter with GDS issue as the prime demand was declared in the Dharna by the Secretary General NFPE. The Secretary General FNPO also was favourable for an action in November and he too stressed the need for united action by JCA as in the past. The Dharna was presided over by Comrade Giriraj Singh the NFPE President. Comrade K.Ragavendran Ex-SG NFPE and GS AIPRPA inaugurated the Dharna. Comrades R.N.Parashar (SG NFPE); D.Theagarajan (SG FNPO); Devendra Kumar (AGS R3 FNPO); P.Suresh (GS R4); T.Satyanarayana (GS Postal Accounts); Virendra Tewary (GS SBCO); P.Pandurangarao (GS AIPEU GDS(NFPE): D.B.Mohanty (Dy.GS P4); A.Manoharan (Wkg President NFPE); Raj Kumar (Treasurer NFPE); J.Ramamurthy (CHQ P3 President); Balwinder Singh (Financial Secretary P3 CHQ); K.P.singh (AGS R3 CHQ); A.K.Gowtham (Treasurer R3 CHQ); K.C.Verma (C/S R3 Delhi); Shivlal (C/S P4 Delhi); and many other Office Bearers of various CHQ addressed the meeting.

CBS Go-Live Plan of Odisha Circle for October, 2015

After successful migration of 125 Offices (35 HOs & 90 SOs) to CBS as on date, now it has been decided by Odisha Circle to migrate another 313 offices  as listed below. The offices include 61 offices left out from August-September plan (out of 150 Offices) and 252 offices selected earlier for migration during October and November 2015.

Sub : Verification of qualifying service after 18 years service and 5 years before retirement.

It has been observed by this Department that processing of pension cases of the employees retiring from the government service quite often get delayed on account of the issues relating to verification of service from time to time by the concerned authorities during the service of the concerned employee. Although detailed instructions regarding verification of service have been issued by Department of Personnel & Training and by this Department, these instructions are not meticulously adhered to resulting in delay in sanctioning of retirement benefit of the employees.

2. Rule 32 of the CCS (Pension) rules, which existed prior to December, 2012 provided for issuing of a certificate in Form 24 by the Head of Office in consultation with by the Account Officer regarding completion of qualifying service of 25 years. These rules have been amended subsequently and as per the existing provisions, a certificate regarding qualifying service is required to be issued by the HOO after completion of 18 years of service and again S years before the date of retirement of an employee. Rule further provide that verification done under that rule shall be treated as final and shall not be reopened except when necessitated by a subsequent· change in the rules and orders governing the conditions under which the service qualifies for pension.

3. It has been noticed that the certificates regarding qualifying service are not invariably issued to the government servant as required under the rules. All Ministries/ Departments etc. are therefore requested to bring these provisions to the notice of Heads of Offices and PA Os for strict compliance. Non-compliance of this statutory requirements may be viewed seriously.

4. In order to review status regarding compliance of these rules, all Ministries/ Departments are requested that the information may be collected from all establishments /office under them and the same may be compiled and sent to this Department by 15th October, 201 S in the enclosed proforma.

REGARDING FAMILY PENSION IN NPS

Family Pension for NPS Employees – A report states that between April 1994 and April 2004, more than 50 lakh youths joined Government Services. However, the same dropped to around 33 Lakhs after April 2004. Experts blame the Governments’ decision to abolish pension for this, which forced the youths to move towards the corporate sector.
The 33 lakh Central and State Government employees who have joined after 2004, may soon have a reason to rejoice. The Government is seriously considering to offer Family Pension for NPS Employees who have joined after 2004. Reliable sources have said that the 7th Pay Commission has recommended the same. The State Governments’ have been asked to submit their reports by the end of December, and after due approval it is expected that the Pension Scheme will come into effect by 1, January 2016.

We already know that the Employees who joined in Government Services after 2004 come under contributory pension scheme. Under which an employee will be deducted 10 per cent of his basic salary, and the same per cent would be contributed by the Government through out his/her service. After retirement, 70 per cent of the pension would be given in lump sum and the rest of the 30 per cent would be used for component to be paid every month till his/her life time.

However the employees who joined in service before 2004, are eligible for family pension, and they are not deducted any amount from the salary in the name of pension. Such employees afterretirement, become eligible for 50 per cent of the last drawn salary as their pension.

Sources confirm, the 7th Pay Commission may include recommendations for NPS revisions, and it is expected to be converted to family pension. Mr.KKN Kutty, Secretary General, Confederation of CGEs and workers expressed his happiness and said, if the Central Government accepts the proposal, a large number of Government employees would be benefited.

Mr.K.S.Sharma, former Chief Secretary, Madha Pradesh said, “The family pension scheme was abolished from April 2004. It was a bad move by the Government. It is pension, that attracts the youths to join the Government Services, because their future is secured. If the Government accepts the recommendations of the 7th Pay Commission, the youths would be motivated to join the Government Services”.

            I am directed to refer to your Circular No.PF-PJCA/2015 dated 12th August, 2015 on the above mentioned subject and to send herewith the following point wise information relating to the Charter of Demands:-

      (i)     Include GDS in 7th CPC for wage revision and other service related matters:-
 Ministry of Finance has not agreed to the proposal of this Department for inclusion of GDS within the purview of 7th CPC inspite of several attempts. 

(ii)    Implement cadre Restructuring proposal in all cadres including Postal Accounts and MMS in Department of Posts:-

Cadre restructuring proposal of Group ‘C’ employees:  The proposal is pending with the Department of Expenditure, M/o Finance at present.

The Cadre Restructuring proposal of Stenographers cadre is under examination.

Postal Accounts Cadre: Regarding restructuring of Sorter, LDC and DEO cadre in PAO’s, views of both the Associations viz. AIPAEA, BPAOEA have been called for vide letter dated 29th June, 2015. It would be processed further on receipt of necessary inputs from them.

MMS Cadre:  The case of MMS is under process.

(iii)    Fill up vacant posts in all cadres of Department of Posts :-

(a)    As regards vacancies of LDC/JA/Stenographers under DR quota the necessary details have been uploaded on the SSC’s Website.  Further action would be taken on receipt of dossiers from the SSC. 

(b)    Abeyance order dated 27-04-2015 issued in r/o PA/SA DR Exam 2014 has been revoked in 10 Circles namely Andhra Pradesh, Assam, J&K, Karnataka, Kerala, North East, Odisha, Tamil Nadu, West Bengal and Punjab and these Circles will now be filling up PA/SA DR 2014 held up vacancies.

(c)   Work of conduct of PA/SA DR Exam for the vacancies of 2015-16 has been entrusted to the SSC and in its notification dated 13-06-2015, 3506 vacancies have been announced to be filled up.            Examination is scheduled in the month of November, 2015.
(d)  The necessary instructions have been issued to fill up the vacancies in Postman/Mailguard and MTS cadre and circles are in the process of filling up these vacancies.

(e)    Instructions already exists for filling up of vacant posts of GDS Mail Man.

2.       In view of the fact that all the issues are under active consideration and being processed, the Federations are advised to cancel the Dharna as no useful purpose is served through agitations/dharnas.
