No.PF-PJCA-12/2016                                                                               Dated-  17.11.2016
To
            The Secretary,
            Department of Posts,
            Dak Bhawan,
            New Delhi-110 001
Sub:   Non-settlement of long pending demands.
Sir,
A meeting of PJCA comprising NFPE, FNPO, AIPEU-GDS & NUGDS was held at NFPE office North Avenue Post Office Building, New Delhi on 16th November, 2016 under the presidentship of Shri D. Theagarajan Secretary General FNPO. All General Secretaries of both the Federations participated in the meeting. After threadbare discussion the following resolution, programme of action and Charter of Demand was finalized.
RESOLUTION
Postal Joint Council of Action (PJCA), views with grave concern the totally negative attitude of the Central Government in settling the common demands of the Central Government employees including increase in minimum wage and fitment formula and other modifications sought for by the National Joint Council of Action (NJCA) and JCM (NC) staff side.
This PJCA further notes that in the Postal department also due to the negative attitude of the Government and Postal administration long pending demands are remaining unsettled. None of the 7thCPC related demands of various cadres of Postal department are settled. Regularization of Gramin Dak Sevaks and grant of all benefits of regular employees on pro-rata basis is still pending. The New Pension Scheme (NPS) has created uncertainty among the employees recruited after 01.01.2004, about their pensionary benefits. Department has unilaterally issued orders for outsourcing booking and delivery of registered, speed post and express parcel post articles and engaging staff on each Sunday & holiday to deliver parcels of e-commerce companies . The task force committee recommendations are not yet dropped, no effective remedial measures are taken to streamline the functioning of CBS/CSI, revision of wages and payment of arrears of casual labourers from 01.01.2006 is still pending in many circles, more than 60000 vacancies in various cadres including promotional posts are remaining unfilled.  Now due to monetization Scheme more difficulties are being faced by the staff due to lack of proper infrastructure and engaging staff beyond duty hours. All the above issues are agitating the minds of the employees for a long time.
The PJCA after reviewing the situation prevailing in the Postal department came to the unanimous conclusion that to settle the above issues, serious agitational programmes are to be launched. Accordingly the PJCA resolve to implement the following phased programme of action.

To

            Shri B.V. Sudhakar,
            Secretary, Department of Posts,
            Dak Bhawan, New Delhi-110 001

Sub:    Demonetization Scheme of Government of India. Problems being faced  by the Staff in POs-Reg.

Sir,
Under demonetization scheme, Post Offices have also been entrusted work of deposit and exchange of withdrawn old series currency notes of Denomination of Rs. 500/- and 1000/- on par with Banks. There is vast difference in the infrastructure and facilities between Banks and Post Officers.

2          The problems being faced by the staff are mentioned below:

            (i)         There is no note counting machines in most of the Sub Post Offices. As the cash is coming for deposit in huge quantity so the counting machines are required in each Sub Post Office. This process will continue upto 30th December, 2016 and there is possibility that the Government may extend the date, so the counting machines should be supplied as early as possible.

(ii)        Fake currency detecting machines are  also  required to detect the fake currency notes  because  due to heavy rush it will be very difficult for staff  working on counters to identify the notes so the poor postal employees may be safe  guarded to become victim of loss.

(iii)       The working hours of Post Offices have been fixed from 8 a.m. to 8 p.m. This is totally impractical and harassment of staff particularly for those who are working in SOs .As in SOs there is no cash remitting facilities. Cash to SOs is supplied from HOs. No where cash reaches at 8 A.M. For remittance of cash to and from SOs, no proper arrangement has been made by the local authorities. Remittance of cash by the staff working in SOs to HO in late hours is very risky as there are no safety arrangements. Necessary instructions in this regard may be issued to all concerned.

(iv)       All single handed sub post offices should be provided one additional hand till the finalization of this demonetization scheme so that other works of Pos may also run smoothly.

            (v)        Orders should be issued to accept WOS notes for other Government deposits like PLI/RPLI and other SB Schemes etc because when one person in single handed  SO is giving WOS notes to deposit or exchange in one side and if it is refused to deposit in PLI/RPLI and other SB Schemes , it is accepted  this becomes cause of quarrel. So necessary orders may be issued in this regard.

(vi)       Proper security arrangements should be made in all Pos and particularly, for lady employees working in SOs at far off places should be provided conveyance facility with security in late hours.

(vii)      For extra working hours and for holidays and Sundays remuneration at par with Banks should be paid to the all postal employees deployed in this work. It has come to our notice that Banks are paying award @ Rs.3000/- per day to officers and @ Rs.2000/- per day to subordinate staff and lunch & dinner allowance @ Rs.500/- per day.  Same may be paid to Postal Employees.

(viii)     The huge amount of WOS notes is being accumulated in the Treasuries of HPOs with whom remitting is made and the SBI is refusing to accept the same Therefore, it is requested that the higher authorities of RBI and SBI should be contacted to cause the orders for their branches  to accept the WOS Cash from HOs so that surplus cash may be cleared from the treasuries of HPOs.

It is therefore, requested to kindly cause suitable action on all above mentioned problems so that the aggrieved Postal Staff may get some relief.

            With regards,
Yours Sincerely,

            (R.N. Parashar)

Sub- Hardship faced by staff while accepting WOS Banknotes through PO S.B Accounts & also due to non-supply of Fake note detector machines & cash counting machines-request for remedial action.

Respected Sir,

In continuation to this Circle Union’s letter of even number dated 11-11-2016, no action has been noticed to remove the plights faced by employees, working at post offices in accepting WOS Notes and exchanging with new ones. They have been forced to work on Sunday (13-11-16) & on 14-11-2016 (Holiday) without declaring the provision of remuneration for working on Sunday & holiday from our authorities. There is no provision of security while making huge transactions in the counters and also for clearing of huge accumulated cash from the offices. It has been noticed about accumulation of Crores of cash at HOs & SOs without proper security due to lack of follow of action for clearance and non-acceptance of the same in the linked banks. There is non-availability of fake note detector machines & cash counting machines in most of the post offices as a result of which the information of collection of fake notes are also coming from our post offices which may lead to staff victimization. It is has been reported also about non-supply of below Rs. 100/- notes to post offices, creating embracing condition to staff while dealing with public for other transactions.

Our employees are ready to face all the challenges, including the present order of the Government by ceasing Rs. 500/- & Rs. 1000/- notes from the Midnight of 8th November 2016. At the same time also the administration should come up with actions to resolve the problems of its employees while implementing the order of the Government.

On the circumstances, it is urged for settlement of all the above problems faced by staff as war-foot basis for smooth implementation of Government orders.
