Sub : Regarding irregular functioning of Aadhar Updation Centres in Post Offices.
Respected Sir,
It has come to the notice of this Circle Union that the Aadhar Updation Centres now functioning in some limited post offices of Odisha Circle are functioning without and SOP / SAP.
As known, a sum of Rs.25/- is being collected from the Card Holder for updation or otherwise. As a practice, this amount is being received by the P A assigned with such duty from every holder opting for updation and the total amount collected as such are being credited under UCR either individually or at a time at the end of the day since it is not possible on the part of the P A to attend the Counter for each and every customer time and again to obtain UCR receipts.
Secondly, no report is being generated in the system as to how many such holders did attend the Centre for the purpose during a day. Thus, there is every possibility of wrong collection (short / excess) and misappropriation of Govt. money in the absence of proper checking / cross-checking through the system software.
Thirdly, the errors in the regional language, here in Odia remain the same without any correction which invites dissatisfaction amongst the card holders. This is happening due to incompatibility of Odia language to the existing software.
Therefore, this Union would like to request you to kindly circulate the SOP and SAP to all post offices and to suggest the UIDAI to make suitable changes in the software making it compatible to Odia language and enabling it to generate the required reports to have a cross-check of the amount collected for maintaining every transparency in cash transactions.
Till then, we would like to further request you to stop opening of additional Aadhar Updation Centres in Odisha Circle.

Technical snag hits postal services in Cuttack City Division after CSI roll out - Circle Union writes to the Chief PMG, Odisha Circle

Sub: - Technical snag hits postal services in Cuttack City Division after CSI roll out.
Respected Sir,
This is to bring your kind notice that with the recent launch of the Pilot Project of Core System Integrator (CSI) in Cuttack City Division, the Department has been facing technical glitches for the past couple of days. Ever since the CSI rollout in the division on October 6, the shift from the old system is moving at a snail’s pace and this has slowed down the transactions in all most all the post offices across the Division.
As brought to the notice of this Circle Union by our Divisional Union, all the staff members of Cuttack City Division have not been trained in operating new version of the software. The entire treasury branch of Cuttack GPO including supervisors are neither imparted with any training nor assigned with defined work as required under CSI environment. As a result, many important treasury functions are now stopped i.e. CTS cheque clearing works, remittance received/drawn from bank, payment through cheques and issue of cheques etc inviting serious public resentment.
In addition, all most all the single/double handed SPMs are unable log in and access to the CSI software due to non-availability of compatible hardware and thereby counter transactions have almost come to a halt inviting public anger. Contradictorily, suitable trained officials preferably user champions are not available for instant solution.
In this context, we would like to draw your kind attention to our earlier letter No. P3NFPE – Odisha / 01 – 09 / 2017, dated 02.09.2017 with request to defer the CSI roll out date till installation of the required number of compatible hardware and smooth completion of proper User Champion and End-User Training to avoid future complicacies.
Therefore, we would once again like to request you to kindly reconsider our above suggestion for other Divisions / Offices proposed to be rolled out in next phases and take immediate action in sorting out the existing issues of Cuttack City Division.

7th CPC Minimum Pay Increase – This is what we can Expect
Minimum Pay Increase – How much it would be ?
Recently a news on 7th CPC Minimum Pay Increase was doing the rounds in Social Media. Increasing of 7th CPC Minimum Wage from Rs.18000 to Rs.21000 is speculated in some websites and it went viral in social media. But there was no any substantial evidence or facts has been so far posted in any website to prove this information is correct.
But real fact is that the Staff Side National Council JCM itself has pleaded the Central Government to consider to increase the Minimum Pay to Rs.19760/- It has furnished the required details in its letter to the Government to Justify their Claim that the Minimum Pay should not be less than Rs.19670. [See the Details] It repeatedly insisted the Government to convene the meeting to discuss the Minimum Pay increase issue with them .
But the government has not ready to show any sign of accepting this demand so far apart from telling that the Committee will expedite, examine etc. When this was a situation, it is very difficult to understand the good news(?) that the Central Government is all set to hike the minimum pay from 18000 to Rs.21000 sooner or later !
However if the NCJCM Staff Side or NJCA is in a position to put the greatest possible pressure to the Government, this genuine demand can be won. In that case we can expect that the Minimum pay will be fixed at Rs.19670 as demanded by NCJCM with uniform Fitment factor 2.81 for all pay Scales.

The following are the new reports deployed in MIS server in HFINRPT Menu. This url is accessible for Supervisor, SBCO Supervisor, System Administrators, Users with auditor role (IPs,ASP, Divisional Heads).
1. BO Details report
This reports gives the list of Branch Offices along with their BO codes under the given SOL ID. SOL ID is the input criteria. Report will be generated and viewed through HPR menu . This BO code is useful in HACSP and other menus.
2. Report of No. of Live accounts including BO for Scheme Type - SBA
This report list the live account in SBA schemes viz SBGEN, SBBAS, SBCHQ, SSA, PPF,NSS,etc. with address, DLT and BAT. This report can be generated BO wise also if BO code is given as input criteria. The following columns are available in this report
