Respected Sir/Madam,
We are again attaching herewith this circle union’ letter through E-mail dated 22-06-2016 and also the letter of divisional secretary AIPEU, Gr-C, Phulbani division for favour kind action early to remove the dislocation of day to day works of the offices. It is to mention here that the transactions in the offices have been hampered severely in the offices due to frequent power failure and also due to low bandwidth in NSP-II, showing only normalcy of work by completion of the EOD of offices centrally.
Though administration is claiming for full functioning of CBS finacle, the real picture in the offices in Phulbani division is totally different and there is total disruption of normal works. It is a matter of regrette that though this union has brought to the kind notice time & again, no remedial measure is forth-coming.
It is once again requested for some tangible action for removal above problems as soon as possible for smooth running of offices in Phulbani division.

Respected Sir/Madam,
The matter of change of batteries of the UPSs was taken up with our PMG, Berhampur and we were assured for processing of the case and for action to change the batteries in the UPSs of the offices. But after a prolonged period of time no action has been noticed to be taken and the staff are taxed to innumerable hardship during frequent power failure without having proper back up. Similarly, the NSP-II of most of offices is having insufficient bandwidth for opening of finacle, causing untold hardship to staff, as well as public. So, there is great resentment of staff from all corners of the division towards inaction of the administration for any remedial action to all the above acute problems, putting staff to embracing conditions.
We are attaching herewith the letter of divisional secretary, ventilating the resolutions taken in their General Body Meeting and it is urged for tangible action to remove the problems faced by staff & also to avert strong resentment in the division.

Sub-Resolutions adopted in the General Body Meeting of AIPEU Gr C Phulbani held on 19.06.2016 in the campus of Phulbani HO.

On 19th June 2016 a General Body Meeting of the AIPEU Gr-C, Phulbani divisional branch held at Phulbani HO, in the said meeting the following resolutions have been unanimously adopted.
- UPS Issues-
The UPSs of POs of Phulbani Division have no UPS backups for last two years due to non supply of UPS batteries. Which cause a lot of problems to the departmental staff as well as the general public, as frequent power cut is a frequent phenomena in Phulbani Division. Also this issue was taken into discussion with the SPOs Phulbani and the proposals have been submitted by DO, Phulbani to RO, Berhampur for replacement of batteries. Also the multiple queries made by the RO Berhampur had been complied the DO Phulbani at the earliest. Also the RO Berhampur had replied to our circle union vide letter no-EST/Union-1/2014 dated the 29th February 2016 that the proposals for replacement of batteries of POs of Phulbani Division have been received from Phulbani DO and the proposals will be processed on receipt of funds. But a matter of great resentment and regret is that though a remarkable time period has passed and also the 1/6th grant for 2016-2017 have been received no tangible action has been taken yet.
2. Connectivity Issues-
In some areas of Phulbani Division 3G service is being provided by Airtel. Though the NSP-2 has been provided with Airtel dongle the same is not configured to access 3G network. If the same will be allowed to access 3G network the NSP-2 will provide that speed in which CBS work can be done i.e. half of the speed of NSP-1. But now the NSP-2 is providing the speed of 1/10th of NSP-1. NSP-2 must provide the speed of half of the speed of NSP-1. This will give a lot relief to all offices and to public also. Also arrangement of NSP-2 to 11 offices which are already been migrated to CBS must be done at the earliest. Also 4-Port SIC cards must be supplied to Double Handed SOs of Phulbani Division. As according to Sify 4-Port SIC cards will boost the link speed, which is now reduced by using unmanaged switches.
So all the members present in the General Body Meeting unanimously resolved that if the above two problems of Phulbani Division will not be solved by 07th July 2016 or confirm a definite date by which the problems will be solved at any cost should be intimated this union by writing. Else the divisional union will be bound to go on trade union agitational programmes including strike.
