AIPEU, Group-C, Bhubaneswar suggests CHQ on Cadre Restructuring of Postal Assistants

Sub:-  Suggestions on Cadre Restructuring of Group-C Postal Employees  

Ref.-     D G (Posts) letter No. 25-04/2012-PE-I, dated 27.05.2016 

Dear Comrade,
        This has a kind reference to Para – 6 of Staff Side JCM Departmental Council letter No. JCM (DC) / Cadre Review / Staff Side / 2014 , dated 05.02.2014  submitted to Shri V. P. Singh, DDG (P) & Chairman, Cadre Restructuring Committee for Group ‘C’, Department of Posts, Dak Bhawan, New Delhi – 110001 where in we have already explained that the present nomenclature for supervisory post viz: - LSG, HSG-II, HSG-I does not exhibit the nature of status of the officials holding the posts to the customers and public and it requires change. 

          But the Cadre Restructuring proposal now approved by the Department vide Directorate’s letter under reference has totally ignored the above proposal. 

         As aware, the 6th CPC vide Para 3.1.10 and 3.1.12 observed that emphasis should be on recruiting multi-skilled personnel at Assistant level designed as Executive Assistant who will discharge the functions of present day requirement and be designated as Executive Assistant. 

         Similarly, the Administrative Reforms Commission observed inter alia: 

         “If on the basis of job evaluation, the job index is the same- the same salary should be attached  to the job”. ( Page 31, Para-1, Chapter IV, Volume – I)
 
         Accordingly, since the Postal Assistants, both Supervisory and Operative possess a higher qualitative and quantitative nature of work having multifarious responsibilities and arduous nature of duties, we, in our draft memorandum submitted to the 7th CPC had claimed that Postal Assistants may be elevated to Executive Postal Assistant with enhanced pay.
 
        But most regretfully, the 7th CPC and the Cadre Restructuring Committee have ignored both the above proposals of higher pay and change of nomenclature of Postal Assistants. 

         Now, we observed that while submitting the Indefinite Strike Notice to the Director General (Posts), Postal JCA has added a sectional demand in addition to the 11 point Charter of Demands of NJCA  as follows:

“Implement Cadre Restructuring in all wings of Postal Department, i.e. SA, Postmen, Mail Guard, Mailmen, MTS, MMS, PA, SBCO, PACO, Postal Accounts, Civil Wing and Postmaster cadre etc.”

In this context, we are of the opinion that the above sectional demand may be modified as follows:

“Implement Cadre Restructuring in all wings of Postal Department, i.e. SA, Postmen, Mail Guard, Mailmen, MTS, MMS, PA, SBCO, PACO, Postal Accounts, Civil Wing and Postmaster cadre etc. with change of existing nomenclature at each stage”
 
We have already suggested CHQ vide this Divisional Union’s letter No. UN-BN/AIPEU-Gr.-C/01–12/2015, dated 02.12.2015 for change of nomenclature of P As on the basis of justification stated above as follows.

          We are confident that the CHQ must take a tangible step on the above suggestion at this critical juncture when the Cadre Restructuring proposal is going to be implemented soon and we are entering into the Indefinite Strike from 11.07.2016 with the above demand (suggested to be modified) for proper implementation of the same.
