Circle Union writes to Chief PMG, Odisha on inconsistent orders issued by Divisional heads to attend Trainings / Melas etc. on Sundays / Holidays

Sub:   Inconsistent orders to attend Trainings / Melas etc. on Sundays / Holidays   

Respected Sir,
Although we have been requesting not to hold meetings/melas/trainings etc. on Sundays and Holidays giving due honour to the instructions issued by the Directorate from time to time, it is witnessed that the same are being conducted frequently by different Divisions. The most unfortunate thing is that no uniform circular/instruction is being issued in this regard to the staff members.
 Illustratively, we may state that while the SSPOs, Sundergarh vide his Memo No. G/Aadhaar/2017-18, dated 15.06.2017 ordered for Aadhaar Enrolment and Updation Training to selected 120 officials on 18.06.2017 (Sunday) with instruction to pay a sum of Rs. 365/- towards requisite fee to appear the online examination, no such order for depositing any fee was issued for the staff members of Bhubaneswar Division who have been ordered vide SSPOs, Bhubaneswar Memo No. BD/105/2016, dated 22.06.2017 to be trained as such on 26.06.2017 (Holiday) and 02.07.2017 (Sunday). Rather, the SSPOs, Bhubaneswar Division has specifically ordered even to the SPMs of Single-handed S Os to depute 2 staff of P A cadre which shows the flippancy in issuing such orders. Going one step ahead, the SPOs, Keonjhar Division vide his Memo No. G-Misc/2017, dated  21.06.2017 has ordered  for the said training to all the Postmasters/SPMs without any specific number on 26.06.2017 (Holiday) with threatening to view the absence seriously as disobedience of office order.
This Circle Union doesn’t appreciate such variations. Moreover, while the training programmes are being arranged on Sundays/Holidays, threatening to officials for absence is not expected from the authorities. This shows that some authorities have failed to win the confidence of their staff members while latter are extending full cooperation in implementing all the policies, plans and programmes of the Department. 
Secondly, not a single order issued above by the Divisional Heads does contain any instruction for the staff members to avail suitable compensation / off in lieu of such training and the manner/procedure to avail the same.
Therefore, this Circle Union requests the Chief PMG to instruct all Divisional heads for issuing uniform and specific orders containing the required aspects to the staff members and restrict the above programmes to working days only.
